The Financial Intelligence Fusion Center (FIFC) is a bi-directional threat intelligence sharing hub established by FINRA to combat rapidly evolving cybersecurity and
fraud threats across the securities ecosystem. Operating on the premise that threat actors continually collaborate to refine their tactics, the FIFC looks to enable
FINRA and its member firms to work together to protect investors, safeguard member firms, and maintain capital market integrity. The center's intelligence network
connects over 3,200 member firms, government partners such as the Federal Bureau of Investigation (FBI), technology service providers, and private industry entities
to deliver actionable insights tailored to various broker-dealer business models.
Participation in the FIFC is voluntary, allowing member firms to submit threat intelligence through a streamlined portal process. Once submitted, a dedicated team of
FIFC analysts evaluates the data internally to create strategic intelligence products and potential threat notifications for participating institutions. To maintain
confidentiality and foster open participation, FINRA is looking to enforce strict privacy controls: raw information and submitter attributes are never shared, and all
published analyses and alerts are fully anonymized so that contributed data cannot be attributed to any individual firm.
Within the portal, member firms can proactively search published intelligence by topic and type, enabling threat detection and risk monitoring tailored to their specific
operational profiles and service provider relationships. Crucially, sharing intelligence through the FIFC hub does not relieve member firms of their existing regulatory
obligations under federal securities laws, FINRA rules, or required regulatory reporting filings. Member firms with questions regarding filing or reporting requirements
are instructed to contact their designated Risk Monitoring team.
To continuously refine platform functionality based on member feedback, several portal upgrades are currently under consideration. Planned enhancements include API
integration with workflow tools, expanded notification customization-such as topic subscriptions, targeted alerts, and notification opt-ins or opt-outs—and the potential
implementation of an anonymous submission option to further build trust and encourage industry-wide sharing.
