Navigating FINRA's Membership Application Program (MAP) requires recognizing that expedited pathways, such as the Fast Track review process for its New Membership Application (NMA)
and Continuing Membership Application (CMA), are not automatically granted upon filing. Managed by FINRA's Rapid Response Team, Fast Track consideration evaluates factors including
business model complexity, risk profile, regulatory significance, and the completeness of the submission. Only FINRA holds the authority to determine whether an application qualifies
for Fast Track review. Generally, matters deemed eligible involve straightforward, low-risk business models, experienced principals with clean regulatory records, and fully tailored
Written Supervisory Procedures (WSPs). Conversely, applications featuring novel business structures, numerous business activities, pending or unpaid arbitrations, or generic
supervisory frameworks are typically ineligible for expedited review.
Applications may stall or lose Fast Track status when potential risks are not evaluated prior to submission. Common breakdown points include submitting incomplete or template-driven WSPs,
attempting to register overly complex operational structures, or failing to meet abbreviated response timeframes during staff review. Because Fast Track eligibility can be revoked if material
changes are made post-filing or if a firm cannot adhere to strict inquiry deadlines, establishing a sound supervisory foundation before submitting an NMA or CMA remains an essential step for
prospective applicant firms.
To assist applicants in evaluating their regulatory readiness and Fast Track eligibility, Diles Consulting—led by President and Founding Principal Colleen Diles, a former FINRA
regulator—offers NMA and CMA consulting built around a streamlined and structured process. This approach encompasses an initial risk and complexity assessment, the development of a
tailored supervisory framework, and strategic triage prior to submission. While NMA and CMA application consulting support does not guarantee Fast Track designation or regulatory approval,
conducting an early readiness assessment can help firms identify potential compliance gaps, refine documentation, and organize filings prior to regulatory review.
